1 • QUALIFICATION OF INSTALLERS
.01 The National Floor Covering Association (NFCA) recognizes that to ensure a consistent level and quality of floor covering workmanship there needs to be a minimum substantiated skill level for those installing floor covering materials.
.02 In this regard NFCA recognizes completion of the following floor covering installation training and certification programs:
.03 All floor covering installers who have successfully completed any of the NFCA recognized installation training programs as noted above shall be deemed to be "Trade Qualified" (TQ) and fully capable of installing materials related to the scope of work they will be performing. Including the following:
.04 In addition to being Trade Qualified as noted above, where specialty flooring systems are to be installed the installers shall also be "product qualified" by the flooring material manufacturer as noted below.
.05 Product Qualified (PQ) installers shall be those floor covering installers who have successfully completed a manufacturer's installation training program for their specific flooring products and are deemed to be "competent" by the manufacturer to install their specified floor covering products only. Proof of product qualification(s) shall be in the
form of a wallet card or training verification card.
.06 To meet NFCA minimum Quality Assurance requirements, all floor covering materials shall be installed by either a "Trade Qualified" or a "Product Qualified" installer.
.07 Where Apprentices are used to install flooring they must work at all times under the direct supervision of a TQ person. The ratio of apprentices to journeypersons employed on site must not exceed the ratio outlined by local trade regulations.

- Registered Provincial Apprenticeship Training Programs and / or Red Seal Endorsement.
- INSTALL Training and Certification Program(s).
- Flooring Manufacturer's Training and Certification Program(s).
- Other industry recognized comprehensive technical trades training programs meeting the approval of Provincial Floor Covering Associations that follow the scope of the trade as outlined by the National Occupational Analysis (Human Resources Skills Development Canada).
.03 All floor covering installers who have successfully completed any of the NFCA recognized installation training programs as noted above shall be deemed to be "Trade Qualified" (TQ) and fully capable of installing materials related to the scope of work they will be performing. Including the following:
- Panel Underlayments for flooring.
- Resilient (sheet and tile form) flooring.
- Carpet (broadloom / roll and modular / tile form) flooring including carpet cushion.
- Hardwood (engineered and solid strip, plank, parquet) flooring, including sanding and finishing.
- Laminate flooring.
- Resilient, carpet, hardwood, and laminate stair coverings.
- Other flooring and specialty flooring systems (e.g. bamboo, cork, acoustical, safety, static control flooring) except as noted below.
- Related flooring installation materials, bases, trims, and accessories.

2 • FLOOR COVERING TRADES TRAINING
.01 An apprenticeship program is an agreement between a person (an Apprentice) who wants to learn a skill and an employer who needs a skilled worker -- "earning while learning." Apprenticeship is a proven industry-based learning system that combines on-the-job experience with technical training to produce a certified journeyperson. Upon completion of a specified training period, apprentices receive a Certificate of Qualification.
.02 In Canada, trades training apprenticeship programs are generally administered by provincial and territorial departments responsible for education, labour, and training (under the direction of the provincial and territorial Director of Apprenticeship) with authority delegated from the legislation in each province and territory. Such program are supported by a network of advisory bodies, such as Apprenticeship and Certification Boards, Local Advisory Committees and
